Port of Oakland 7th Street Grade Separation Oakland, CA

To accommodate anticipated increases in shipping volume, the Port of Oakland (the fourth largest container port in the US) planned to build the Outer Harbor Intermodal Terminals (OHIT), a proposed extension of the existing intermodal rail terminals to be located on 160 acres of the former Oakland Army Base. The 7th Street Grade Separation Project will increase rail throughput to and from OHIT, improve traffic operations and safety, and expand the roadway capacity of 7th Street, one of three main vehicle gateways into the Port. 7th Street will be reconstructed as either a depressed roadway with multiple rail crossings at original grade, an elevated roadway with multiple rail crossings below, or a combination of the two. In addition, Maritime Street, on either side of the 7th Street roadway, would also need to be reconstructed either as a depressed roadway or as an elevated roadway gradually returning to the original ground surfaces.

CHS Consulting Group was responsible for forecasting roadway traffic volumes for the project, taking into account projected completion of OHIT by 2025. The study area included 13 key intersections.

Using assumptions provided by the Port, CHS estimated existing daily, and AM and PM peak-hour truck trips for seven marine terminals and two rail yards using estimated twenty-foot equivalent container unit (TEU) data. Passenger trips were then estimated using the estimated passenger vehicle volumes by terminal. CHS validated the estimated daily and AM and PM peak hour truck and passenger trips by terminal based on the traffic volume counts collected at each gate and at the key gateway entry points in 2007, and developed an Origin/Destination (O/D) matrix. A TRAFFIX model was used to perform the traffic intersection analysis. Using the future TEU data and passenger vehicle growth rate provided by the Port, as well as the O/D data, CHS forecast future daily, and AM and PM peak-hour truck and passenger traffic volumes by terminal.
