As the congestion management agency for the City and County of San Francisco,
the San Francisco County Transportation Authority (SFCTA) initiated the Mobility, Access and Pricing Study (MAPS)
project to explore the feasibility of managing congestion, reducing greenhouse gases, and supporting sustainable
growth through congestion pricing. The Study evaluates the applicability of congestion pricing to San Francisco’s
transportation system within the context of a wider mobility management strategy that encompasses efforts in
demand management and investment in San Francisco’s “Transit First” policy.
CHS Consulting Group performed analyses of the existing and proposed transportation system, using simulation
data from the SFCTA’s SF-CHAMP model. CHS participated in stakeholder outreach efforts and public workshops
to present findings, explain recommendations, and receive feedback. CHS assisted the multidisciplinary project
team in assessing alternatives and arriving at a preferred scenario.
