CHS Consulting Group has been involved in this project since its inception, when the San Francisco
Redevelopment Agency was designated the Base Reuse Authority for the transfer of Hunters Point Naval
Shipyard from the US Navy to the City and County of San Francisco. The project began with the preparation
(with extensive involvement from the Bayview/Hunters Point community) of a Reuse Plan. The project
subsequently included the preparation of an Environmental Impact Statement(EIS)/Environmental Impact
Report (EIR) and the selection of a master development team.
Our staff managed the development of the Transportation Plan for the Shipyard and then the Transportation
Section of the EIS/EIR. Subsequently, CHS was part of the development team, responsible for the refinement
of the development plan and subsequent roadway design work.
CHS also developed the initial concept plan for the South Basin Bridge and the Carol Avenue connection to
Bayshore Boulevard, and reviewed the freight rail line connection from Pier 94-96 to the Union Pacific mainline.
CHS has since been involved in several other related projects in the area. The Hunters Point Shipyard Transportation
Plan was adopted by the San Francisco Redevelopment Agency and included in the Hunters Point Shipyard Reuse Plan.
The EIS and EIR were certified by the US Navy and the San Francisco Planning Department, respectively, as two separate
documents. The San Francisco Board of Supervisors approved the Hunters Point EIR in July, 2010. The revised EIS is entering
the public hearings phase.
