The San Francisco Redevelopment Agency was the designated Base Reuse Authority for
the transfer of Treasure Island from the US Navy to the City and County of San Francisco.
The project began with the preparation of a Reuse Plan and included the preparation of
an Environmental Impact Study (EIS) /Environmental Impact Report (EIR) and the selection
of a master development team.
CHS Consulting Group has been involved in the project since its inception. Our staff
managed the development of the Transportation Plan for Treasure Island and the Transportation
Section of the Environmental Impact Study/Environmental Impact Report.
CHS identified several key transportation network improvements for the project area: including
the viability of a high speed ferry service to the San Francisco Ferry Terminal; high frequency
bus services to and from the San Francisco Transbay Terminal; and a stringent Transportation
Demand Management Plan.
The Transportation Plan has been adopted by SFRA, the EIS/EIR have been certified by the US Navy
and the San Francisco Planning Department, and the Development Disposition Agreement has been finalized.
CHS is currently assisting the US Navy in the SIR Addendum.
