Balboa Park Station Area Improvement Project San Francisco, CA

This project analyzes bus/vehicular conflicts and pedestrian access issues near  BARTís Balboa Park Station. In addition to the BART station, this area includes three maintenance facilities (Green, Geneva, and Upper Yard) for Muniís LRTs and historical streetcars, and serves as the terminus of Muniís J, K, and M LRT lines and six bus lines. Adjacent to the Station are City College of San Francisco, two high schools, a high density residential neighborhood, and I-280 with split diamond on- and off-ramps.

The first phase of the project identifies pedestrian and bicycle access improvements to the BART Balboa Park Station. The second phase provides needs assessment and identifies improvements to Muniís bus and LRT interface and LRT storage, a feasibility study of a TOD joint development on the south side of the station, and an assessment of parking needs in the area.

CHS Consulting Group was involved in both Phase 1 and Phase 2 of the project, and was responsible for identifying transit, pedestrian, and bicycle access needs and deficiencies, parking needs in the station area, and parking needs and access for the TOD site. CHS identified a list of improvements, prepared preliminary concept plans and cost estimates, and helped set priorities for funding and implementation of the projects. Potential improvements will include better pedestrian access to and from Muni J, K, and M LRT stops, modification of J, K, and M stop locations, ADA access improvements, and lighting improvements. CHS also developed future Muni bus service needs and stop requirements based on forecast ridership increased to be generated by several proposed large-scale developments at Candlestick Point, Brisbane Baylands, Visitacion Valley, and Hunters Point.
