Caltrain Downtown Extension San Francisco, CA

The Transbay Joint Powers Authority (TJPA) is charged with designing, building and operating the new Transbay Transit Center, a new intermodal facility replacing the outdated Transbay Terminal located at 1st and Mission Streets in San Francisco. In order to bring Caltrain and future High Speed Rail into the new Transbay Transit Center, the rail line will be extended approximately 1.3 miles. In addition, a new Caltrain Station will be built underground at 4th & Townsend Streets to compliment the existing surface station at 4th & King Streets.

As a sub-consultant to Parsons Transportation Group, CHS Consulting Group was responsible for the development and design of a Traffic Management Plan (TMP) to handle traffic during the construction phase of this project, estimated to last approximately eight years beginning in 2012 with completion in 2020. CHS staff inventoried the existing parking and driveway/alley access, developed strategies for construction activity staging, evaluated intersection performance under reduced capacities, design TMPs to minimize delays, and drafted signal design modification plans, traffic handling and staging plans for affected roadways. The development of the plan included close coordination with staff from the San Francisco Municipal Transit Agency to minimize impacts to their operations and the rerouting of buses due to the concurrent Central Subway project.
